환경설정 캡챠 입력란을 확인 버튼 옆으로 이동

캡챠가 문서 최하단에 생성되어, 확인을 누르면 페이지 끝까지 강제로
스크롤된 뒤 입력해야 했다. 페이지가 길어 위치를 찾기 어렵다는 의견이
있어 상단 고정 영역의 확인 버튼 옆에 노출하도록 변경한다.

- 캡챠 영역을 확인 버튼과 같은 고정 영역으로 이동하고 패널 형태로 표시
- 고정 노출이므로 강제 스크롤을 제거하고 입력란 포커스로 대체
- 좁은 화면에서 관리자 메뉴에 가려지지 않도록 표시 순서 조정
