회원가입 쿠폰 발급 재시도 상한 동작하도록 수정

쿠폰번호 중복 시 재생성을 반복하는 구간에서 재시도 횟수가 증가하지
않아 상한 검사가 동작하지 않았다. 중복이 계속 발생하면 조회를 반복하며
루프를 빠져나가지 못하므로 횟수 증가를 추가한다.
