chore: 로컬 운영 및 검증 스크립트 bin 디렉터리를 Git 추적에서 제외

bin 디렉터리를 무시 목록에 추가하고 기존 추적 파일을 인덱스에서 제거한다. 로컬 스크립트 파일은 유지한다.
